Lot rental add on manuf home park

My landlord assessed me with a $1682 pass through charge after he had to redo the Park's electric which was mandated by Collier Co as being dangerous for the tenants. When I didn't pay the pass through fee he now is collecting it as additional ''rent'' and has threatened eviction if I don't pay it in 12 month segments.

Can he legally do this?
