Can an apartment complex allow cars to park in the traffic lanes? (Ex - Cars parked on corner - forces driver to use opposite lane to complete turn)

Probably as it is private property. It mostly depends on the complex rules. You should talk to an attorney who handles property law instead of traffic law.
