Once an order for disposition of a decedents personal property has been granted without administration can a landlord say that the recipient of said personal property can only bring in 2 people to remove the property?

It depends on what the property is. The landlord can't limit the number to 2 people if you are talking about a Grand Piano, but if we are talking about a box of books, than that would seem reasonable.
