Legal Question in Wills and Trusts in Florida

My parents have a Florida Living Trust. After they have died, will the settlement of the Trust require that an attorney drafts a Trust Settlement Agreement ? My wife is settling a Trust in Penna. and the TSA is part of the process. Thanks.
