The executrix and/or personal representative as they are called today, are to fulfill the wishes of the decedent by following the instructions in the will. If your sister is not doing this, then you need to file a Petition to Remove the Personal Representative and state the reasons why. I have to assume that this Will is being Probated. If not, then you need to start probating the estate otherwise, she will probably deplete the assets and once they are gone it is hard to retrieve without long litigation suits.
