A will made after a person is legally incompetent

If a person is deemed legally incompetent, can the next of kin (not the spouse) who is also this person's legal guardian make a will for them?

Absolutely, Positively NOT. It wouldn't matter if it is the spouse or next of kin. A person MUST be competent when signing a will.
