ban on parking by HOA

Our HOA has sent out letters stating that cars cannot be parked on the street in front of houses. The streets are maintained by the city via tax payers and not the HOA. Is this legal and if they issue ''HOA fines'' what can be done if they are not in the right?

I do a good bit of HOA work, representing both HOA's and individuals who are getting hassled, etc. by their HOA.
