Legal Question in Civil Rights Law in Georgia

Hello. My girlfriends sister was having problems with her hormones and she decided to go to the hospital. She told the doctors there that she thought of killing herself while she was driving to the hospital. Now they have her at a mental hospital in North Georgia. So my girlfriends mom got a call from her today. Her sister told her mom 'sorry for me not able to talk. They have me on some medicine that isn't prescribed.' She them followed by saying that if she didn't take the medicine they would put her in the 'bad room'. By the bad room I suppose that means a padded cell or a room which secludes her to one area privately. And they won't let her out till she takes the medicine. I looked up and it said it was legal if the court said that she/he is harmful to him/her self or someone else. This CAN'T be legal.
