Until you sign on the dotted line, unless the contract gives you time to get out of it (which would be extremely rare). If there is a chance you might change your mind, it is the responsibility of an adult purchaser to be responsible and not sign a contract.

Zero seconds. Contracts are binding when you sign them. One small exception: a small handful of car contracts (I think Carmax is one) do contracts where you can back out for a few days. (In other words, you bought it and there's no changing minds).
