is a promissory note enforceable when the party owed is a canadian citizen living in Canada and the debtor is a U.S. citizen (born in Canada but obtained citizenship in U.S.) living in the U.S.?

Without looking at the document, if the promissory note is valid then yes. The problem will be in collecting on it. Where does the person live? In Georgia? Does he or she work for an employer? If yes, then his/her wages can be garnished, depending on how much the person makes.

Does the promissory note require a written demand for payment? How much is owed? You might be better off hiring an attorney to collect this. If less than $15,000 is owed you can sue in small claims, but enforcement of the judgment by wage garnishment can be tricky and you will need a lawyer for that. Also, some promissory notes require a written formal demand to be made for payment before a lawsuit can be brought.
