If you go into a store and take a item off the shelf and then go to customer service and try to get a refund can they get you arrested?

Of course. Depending on the dollar value it can be a misdemeanor for which you can be fined $1000 and serve a year in jail. In some cases it may be a felony with a longer sentence. Regardess of the sentence, the theft conviction dooms you to a life of poverty as your theft conviction will stay with you for life and make you pretty unemployable. Now that you did something so stupid, get a lawyer and pray that he pulls off a miracle for you.
