Is This Child abuse and what can I do about it?

I have custody of my 8 and 6 Y.O. girls.While visiting their mother, her car would not start.She put both girls in the car telling the 8 Y.O. to steer and push the brakes while she an another woman pushed the car down a hill. (She has already run over and killed one child)She is supposed to be staying with her sister when my girls are with her.She's not.She's supposed to have an emergency contact #.It took my girls 4 days to contact her when they left something in her car.She has done nothing the judge ordered.Is any of this legal and is there anything I can do? I have already taken her back to court.The judge gave her more visitation knowing she hadn't complied with the first rules he established.She also has a drug problem.

You can carry her back to court for contempt. Proof is always the key. Be sure you have the right unbiased witnesses (teachers, neighbors, etc.) who can testify as to what she is doing. Since those proceedings are largely he-said, she-said you need to have your act together. If you believe the children to be in physical harm around her you should do this asap.
