Can some one be a witness / give testimony in a custody hearing via electronic means such as Skype? Ref. Gwinnett county, GA

A judge could, in his discretion, allow electronic testimony. That is something your attorney would address by motion or other request well before the hearing date, both because it would require certain equipment to be set up, and also because it would require court approval. In general the court likely would want some showing that it was impracticable to get live testimony.
