Legal Question in Civil Litigation in Georgia

Vehicle purchased by boyfriend/girlfriend - relationship ended, girlfriends name is on the title. Vehicle paid off - all by boyfriend (documentation to prove it) title in hand, but she will not sign off on the title. Reached out to her several times to meet to get her to sign off and she fails to follow through with the meet. How do we go about "forcing" her to sign off on the title?

You don't. The vehicle, or at least part ownership, is her property. She can decide whether or not she wants to transfer it to someone else - no one can force her (other than a Judge). This was the deal made in the beginning, so if the boyfriend did not want to pay off a car owned by someone else then he should have bought his own car. The legal system does not fix mistakes of judgment like this. Either persuade her, or offer her money for her ownership. If there is a bright side, at least the lesson was learned with a car and not a house.
