Legal Question in Legal Ethics in Georgia

There was a planning commission meeting for a conditional land use permit. there are 5 people on the commission and onlt 2 of the 5 were present

. one acted as chair person and one as member , the chair preson make a motion to move in favor of the land use and sent it to the board of appeals to be appealed , the meeting was held 10 minutes after the planning commission which left no time for anyone to make an appeal , so my question is our city goes by roberts rules or order. people in the city feel that the planning commission was out of order , because they did not have a qurom for the meet to take place so every thing should be nullifide i am not sure as to what area of law this comes under this is a city ( vs ) the people

It is unlikely that Roberts Rule of Order have any application. They are not law. What does matter is what the city or county charter says. Those dictate the rules as to quorums and as to appeals.

By the way, since you misposted this under legal ethics (which is lawyer malpractice), the lawyers that specialize in the field of municipal and local ordinances will never see your question here.
