In Georgia, when is title transferred? On the day of closing or the date of recording?

It depends, and it could be a delivery date that is neither the closing date nor the recording date. It could be the day one party hands a deed to the other party, who puts it in a drawer and never records it. A "closing" is not a legal term relevant to the transfer of title.
