My Canadian clients wanting to buy US property have been t old they would qualify for a green card if they spent approx. $500K on the property. Is this true

Your client is talking about green card through investment. Just buying real estate does not qualify him for that. He needs to emply 10 people and invest 1 million dollar or $500K (in the depressed area)to be qualified to apply for investor's green card.
