Big O admitting guilt wheel coming off at 75 mph wont fix
Big O admitting guilt by telling me they will cover the labor and provide the parts at cost but not willing to take care of vehicle damage from wheel coming off at 75 mph in full. is there a law that will default this in my favor due to them offering to pay something?

No. Need more details but it is likely that your insurance should pay damages, then seek contribution from the mfgr of the defective wheel.
