Can I purchase or be gifted a judgement and collect on it?

You can be given the right to collect on a judgment, but it needs to be in writing.

The person who owes the money is not required to pay you without it.

If it's worth all of that, it's probably worth getting a lawyer involved to make sure it's done correctly, not Soprano-style.

Yes as long as its valid + statute of limitations hasn't expired.
