Legal obligation of public school to accomodate child with diagnosed ADD

Our child has diagnosed ADD and we have had several frustrating years of getting his school to address this. They have taken ineffective steps using Individual Instruction Plans and have repeatedly denied our request to have our son in a small, more focused class.

Is the school obligated under Title III of the ADA to take the necessary steps to address our son's disability? If so, to what degree can they be compelled to address his needs? Our son is suffering mental repercussions due to the school's neglect.
