who has the right of way if two vehicles are stopped at stop signs on opposite sides of the road and cross traffic does not stop. the vehicle wanting to turn left or the one going straight?

Who arrived there first? If the left turning vehicle arrived at the intersection first, it has the right of way. If not, then the car going across the intersection has the right of way.

But if the car attempting to turn doesn't yield when IT is supposed to, you are obligated to let the bad driver have the right of way -- you can't stand by the rules if it will cause an accident!
