If you have filed a chapter 7 (total dismissal of debts) can you file a chapter 13 in the same 10 year period

Yes, so long as you satisfy the residential and other requirements for filing a chapter 13, the previous discharge of debts in a chapter 7 will not preclude such filing.

Yes, you can file again and as Mr. Anderson pointed out it is called a Chapter 20, which I think is funny only to Bankruptcy attorneys!
