can i open a swingers club in il. with a cover charge for food and drink?

I hate to sound like an old person, but I am not entirely sure what this means. I have a feeling it has nothing to do with people swinging on swingsets in city parks. I do know that you will have to comply with all municipal and/or county requirements if you plan to serve food and drinks.
