You raise a question that does not come up frequently, which explains the lack of response in this forum.

Basically, to answer your question, it would take some legal research into the propriety of what you propose to do. I know, for example, that if you are running it like some sort of contest that might be viewed as gambling, then you would likely face problems. I can also see various permit and zoning issues.

In short, if I knew the answer to your question off-hand, I would have gladly given you a more substantive response. To the contrary, however, the answer to your question would take some investigation and legal research -- the precise type of things for which lawyers get paid.
