Legal Question in Construction Law in Illinois
I hired a contractor to build a garage and fence and paid him over $10,000. He didn't finish the garage or the fence and took some of the fencing, concrete, and posts that I bought myself. He gave me a fictitious address and phone number, but I found out where he lives. Can I file criminal charges for stealing materials that I provided and that I have receipts for?

You can file them but whether the states attorney chooses to prosecute is out of your hands.
