Legal Question in Credit and Debt Law in Illinois

I filed in Small Claims and had a trial date set, but the defendants attorney filed a Motion for discovery and a motion for leave to propound discovery...OK... Rule 287(a)...but how can he file a Motion without prior leave to file the Motion...Rule 287(b)...it was GRANTED, so I guess its OK,...or is it, as Rule 287(b) is just for all other motions? He thinks I have emails that he doesn't that can help his defense against refusing to honor a debt,,,
