Case or no case....

If someone is accused of theft maybe Identity of a check scam but the person who is accusing that person has no proof of the person being accused taking the check does the accuser has a case...

This is how all cases start. A victim calls the police and the police investigate. It depends upon what the police find during the investigation. Checks can be examined for fingerprints, and handwriting analysis. Additionally, where the check was cashed will be on the reverse side.
