Compensation

Can an employer refuse to pay management employees for regular scheduled work, above the normal established work week? Example, the company is requesting 9 hours per day plus 2 Saturdays out of 3. The normal schedule is a 8 hour day without any weekends. Some management employees are compensated and all hourly employees are also compensated. Could this be considered discrimination?
