Legal Question in Environmental Law in Illinois

LIttering on Officers Personal Property
If I was driving down a public highway , and threw a gum wrapper into an officers yard. This officers notes say that it was a large amount of paper so he writes me a littering ticket after yelling at me for a few minutes about how that was his property and that he was sick of picking up trash there. Is there anything I can do because this officer has an obvious personal vendetta for these offenders.

I doubt there is any defense based on the personal interest, but this really is a question for a traffic or criminal attorney, not environmental.
