Can a child the age of 14 make the decision to where and who he wants to live?

Maybe. In Illinois a court can consider the wishes of children regarding the issue of custody and residency after a certain age. However, only a parent would have standing to bring that issue before the court. So, who is asking this question, a child or a parent?
