If the father is not on birth certificate, can the child get the passport? How long does it take to get paternity test in Illinois if mother is against it. Can mother leave the country if paternity test is requested? How long does will it take for the father to get partial custody if mother is against it? Can the mother leave the country without permission of father if custody is granted?

If paternity has not been established, the alleged father has no rights regarding the child; therefore, the mother can leave the country with the child if she wants.
