Legal Question in Family Law in Illinois

Hello. I am trying to figure out how to go about this situation. my husband is from Haiti and a permanent resident in the states now after marriage and we plan to apply for his us citizenship as soon as we can. I am trying to figure out if there is any way of either adopting or getting guardianship of his baby sister. My husband's father and this woman isn't married and the sister doesn't live at the parents house she actually lives with another sibling of my husband. Both parents are willing to sign over rights but I didn't know if it was even possible to adopt a sibling or become a legal guardian and her come to the usa or how to go about that. If you could offer help I would appreciate it! Thank you

If course you can. You can adopt almost anyone. But an international adoption may not be easy. You can not do it yourself. You really need a lawyer
