I would need much more information than you gave. What was the reason for the guardianship? Who is the guardian? What was the reason for the removal of the child? Was the guardianship granted on an emergency basis because of allegations of neglect or child endangerment? Does your niece have a drug or alcohol problem? The fact that your niece says she was unaware of the proceedings means one of three things: 1) She knew and ignored it; 2) She was not given proper notice; or 3) It was an emergency situation, and the child had to be removed, with a full hearing at a later date.
