If a large well known bank does not honor a power of attorney for fiances of a very ill brother, what is the next recourse of action?

The Power of Attorney was drawn up by a attorney for a fee. He also wrote a confirming letter to back up the power of attorney.

If it's a valid Illinois POA then they should definitely honor it. Are they saying it is somehow invalid or incorrect?

There must be some reason they are refusing to honor it and without knowing what that reason is, I am unable to assist you. It may also be that you are trying to do something with your brother's accounts that breaches your fiduciary duty to your brother or that is not permitted by the POA. You may want to have the attorney who wrote the confirming letter speak to the bank manager for clarification.
