If a minor is cared for for 17 years by a temporary guardian does the biological mother have rights to take the minor from their home of 17 and a half years?

The key word is temporary. Was there ever a court order or was this simply a voluntary placement? If there was no court order, then Mom can do what she pleases, even if it is to the detriment of the child. If there is a court order, then depending on the terms of the order, Mom may be required to go to court to reclaim the child.
