What are the potential legal consequences for a husband who prohibits his wife from using the family vehicle thus resulting in their children missing school ?

None, that I can think of other than the wife might file for divorce. This is basically a silly question because you have left out boatloads of information: Does the wife have a safe driving record? Was the wife intoxicated? Is the wife a licensed driver? Is this a one time thing or is there a pattern and practice of keeping the children from attending school? Is the husband or wife mentally ill? How old are the children?

Circumstances are everything. If your husband is abusive then you need to do something about it. If he is forbidding you to take the children to school because he doesn't want the children to attend school you should talk to school authorities or child welfare authorities but you need to be prepared to also file for divorce.
