If a stay at home mom is responsible for paying child support to a child from a previous marriage, how is that amount calculated when she has no income?

A court could presume income. Her decision to have a new family should not prejudice the first family. She had a support obligation, and her personal decisions should not lessen that obligation. What she was earning or could be earning could be the basis for the entry of a support order.
