Legal Question in Civil Litigation in Illinois

My two cars were involved in auto accidents. They were both parked outside in front of my home when a group of young men crashed into one, sending it into the back of the other. They got out of their car and ran. Thr police came, took reports, bit said the other car was not reported stolen. My insurance company fixed one car, and totaled the other car. The problem is that my insurance company only paid $7000 for the car and I owe $12000, leaving a balance of $5000 that the finance company expects me to pay. Can I sue the owner of the other car because it was not reported stolen?
