Neighbors complaints about barking dog unfounded

We own 2 dogs that live outside. One dog never barks, one barks only when there is a reason such as UPS delivery, strange car in driveway, someone in view the dog does not recognize. The next door neighbor has complained to animal control several times, the officer has been here numerous times and found the dog does not bark consistantly with the complaints. A different officer came once, parked across the road, which would consistute a strange vehicle in sight, the dog barked 20 minutes and we received a ticket. This is the only ticket in 4 years time. The dog wears a bark collar when we are not home and the complaints only come in when no one is home. How many complaints consitute harrassment?

There is no magic number of times to constitute harrassment. Try and work it out with your neighbor as best as possible.

Neighbor disputes never ends well...Usually both parties are the losers at the end.

From what you are telling me there are no indication of harassment. Asking the police to enforce the local laws, in my view, can never be considered harassment. Usurping the legal process can be a cause of action, but here, you are telling me that an officer has parked across the street for 20 minutes and then he decided to give you a ticket. That is neither harassment nor a usurpation of legal process.

What I suggest to you is that you make amends with your neighbor. I have seen animosities develop so bad that irrationality leads to bad and sometimes tragic results.
