paid for service that was not provided

For the past 20 years I have been paying sewer fees to our village even though we have a private septic system. They have just stopped charging us for this service but we think they should reimburse us for the past fees.

You may have a claim. However, didn't you know that you had private septic and still paid for the sewer? There is a concept in law called laches, which basically states that procrastination or conduct can bar a lawsuit. You will probably face that argument. Contact a local attorney.
