my mother has green card for five years she is been going in and out of country many times .is she eligable to apply for citizenship

It depends on how long she's been out of the country, cumulatively. Out of the 5 years prior to filing the naturalization application, she must have been in the U.S. a total of at least 2 1/2 years. There are also other requirements, of course
