Legal Question in Landlord & Tenant Law in Illinois

Is it lawful for an apartment complex to tow my vehicle without notification if my license plate stickers are expired. It's on the lease that they will tow for this.violation, but I want to know if its legal because expired stickers would be a state issue i'd imagine.
