If teeth whitening requires a state license, you can't go it anywhere without the proper license, and that's something you should consult with the Illinois Department of Professional Regulation about, because if it is a dental service, you need a dental license of some kind (maybe just hygienist but I can't say for sure). And I'll bet it does. As to in your home, that's a zoning issue and whether rendering of that kind of service would be considered a "home occupation" permitted in your zoning district - that's a zoning/building department issue.
