Legal Question in Personal Injury in Illinois

My cat was in my yard when a neighbors two dogs came into the yard and viciously killed him. The owner of the dogs has been issued a citation by the police. Do I have any legal action for damages against the owner?

Yes.

The law views animals as property and so you may demand the fair market value of a cat as part of your damages. Further, and recently, emotional loss of a pet may also be claimed as an item of damages. You should contact an attorney.
