Legal Question in Real Estate Law in Illinois

six months ago we starting having problem with the elctricity in our rental place. we let the landlord know the brought someone out 2 check it out. it stop for a little but it started right back up. we told the landlord again in the mean time my computer mother board got fried when all of the was going on. we had comcast and comed come out and they said it wasnt nothing wrong on there behalf. we have rental insurance and have a 500 dollar decutable. my question iis can we s can we hold the landlord respondsible 4 this or do we have 2 pay 4 this?
