Suing or taking action on the Village You Live In?

The problem i have

Is that there is a water Creek that runs all along 15 blocks on a City/Village i live in .

When it rains hard the creek overflows and the main Street blocks were the Creek Runs Through Get flooded for about 8-12 hours about 1-3 feet of water.

Water goes into all the basement in the houses , about 1-6 inches to water depending the house.

Is there some sort of way to have the city, make this creek and sewage system more capable of handling the water that comes through.

I think the creek runs through a couple towns but this is the only town that gets flooded.

Im pretty sure there are tons of basements with mold build up by now since this has being going on forever.

IS there a way to make them fix this without suing them , or if they reject is this a good case?

All the neighbors are ready to do something about it from the ones Ive talked too . I'm sure the other ones too , who likes water in there basement?
