Father passed away owing more on his house than it is worth. He has no other assets to cover the outstanding debt. Can we as family members still get reimbursed for funeral expenses?

Not from his assets. You may be able to get a small reimbursement from a governmental benefit program.

Your question suggests that there are not any assets. So, the answer would be "no." If what you really mean is that there are some assets, such as a checking or savings funds, then, yes, the funeral expenses take priority.
