Legal Question in Administrative Law in India

I am living in residential area in Delhi and gradually a lot of people have come here and have started opening shops in this residental area. These are Wholespale Spare parts shops and due to this the road is always blocked and Rickshaws are aalways on the roads due to which sometimes even walking has become difficult for residents. Most of the shops here are 10-15 years old now.

I remember there was a sealing drive recently initiated by Delhi Government that seems somehow put on hold. My Question is what are the actions I can take to get rid of these shops so that residents can live peacefully and comfortably OR is it that since givernment has stopped the sealing drive in Delhi now, I cannot take any legal action till any further notice from the government
