Legal Question in Business Law in India

Hello,

Myself is Priyam, working in Delhi. Actually I wana to start apparel business. I will be purchasing the export surplus garments from whole seller who directly purchase from manufacturers.Since I would be playing on very small quantity, so I cant purchase direct from manufacturers. These are mostly original export surplus (intnl brands) with few Indian top brands of kurties/top. These garment will be sold in local market of Delhi in sale. It would be like exactly export garment shop which sell surplus/stock lot in their outlet (retail). Since I don't have as of now any retail shop to sell, so will be displaying in local market, open. Please suggest is there any issues legally involved in selling these brands (Indian/intnl). Many of these whole seller is not providing the bills also. They sell it cash on delivery basis. Though I have also talked to one of my friend involved in garment line. He said, we can sell any brand in open market but only after six months or one year old stock and there should not be any price tag and label should be muted. If I go for selling in such a way, is there any issue involved? and if i sell the garments online in all over india is it legal or require some formalities.

Please suggest also guide me things to be taken care while doing this sale.
