If the secretary of the co-operative society does not take permission before any external construction in his flat, how should this be dealt with

The question is not of Secretary or any office - bearer of Society or an individual; law is same for all the members.

A person may make construction as per sanctioned plan; if construction violates the building plan, you may approach the sanctioning authority with your complaint for enforcement of building bye-laws.
